If you want to use the definition of a questionnaire for creating a new one, you can use Copy with structure [Ctrl+Shift+J]. This function is overloaded for questionnaires and deviates from the standard.

Like with transferring cases, the command offers options allowing you to transfer selected properties or objects to the copy.
Note: Subjects and questions are locked against some options. The copy of the questionnaire is opened modally.
